GMDSS Radio Survey Preparation & Class Certification (IRS, ABS, BV) under IMO SOLAS Chapter IV
A comprehensive pre-survey technical guide for vessel superintendents, Master Mariners, and Radio Officers preparing for annual Safety Radio Certificate endorsement across UAE anchorages and commercial berths.
Surveyor Authority: Approved Service Supplier for Major IACS Societies
Service Hubs: Dubai Maritime City, Jebel Ali, Fujairah Anchorage, Port of Suez
1. Statutory Mandate & Safety Radio Certification
Under IMO SOLAS Chapter IV (Radiocommunications), all passenger vessels and cargo ships of 300 gross tonnage and upwards engaged on international voyages must carry a valid Cargo Ship Safety Radio Certificate. Compliance is verified through mandatory annual surveys conducted by flag administration surveyors or recognized external service suppliers approved under IACS Unified Requirement Z17.
The Global Maritime Distress and Safety System (GMDSS) ensures an integrated terrestrial and satellite communications network capable of transmitting ship-to-shore distress alerts regardless of maritime sea area (Sea Area A1, A2, A3, or A4). Radio surveys verify that every transmitter, receiver, emergency beacon, and secondary power source functions flawlessly under emergency abandonment conditions.
2. Comprehensive Pre-Survey Inspection Checklist
Prior to boarding by our authorized radio surveyors at Dubai, Jebel Ali, or Fujairah Anchorage, the shipboard technical team should systematically complete the following verification steps:
Shipboard Pre-Survey Verification Matrix
- VHF/DSC Radiotelephony (Ch 70 DSC, Ch 16 voice): Verify RF output power (1W low / 25W high), forward vs. reflected power ratio on the bridge antenna, DSC modem acknowledgment, and handheld GMDSS survival craft VHF batteries with intact manufacturer tamper seals.
- MF/HF DSC & NBDP Radiotelex: Confirm transmission across distress frequencies (2187.5 kHz, 8414.5 kHz, and paired HF DSC frequencies). Verify antenna tuner grounding strap, insulation integrity against salt crystallization, and telex printer paper reserves.
- Satellite Emergency Position Indicating Radio Beacon (406 MHz EPIRB): Inspect hydrostatic release unit (HRU) expiry date, battery valid period, 121.5 MHz homing transmitter signal, NOAA/Cospas-Sarsat beacon hexadecimal ID alignment with ship MMSI, and physical float-free bracket freedom.
- Search and Rescue Radar Transponders (9 GHz SART / AIS-SART): Perform physical inspection of mast mounting bracket, battery service life label, and active sweep test using bridge 3 cm (X-band) marine radar displaying 12 distinct concentric circular blips.
- NAVTEX & SafetyNET Satellite Receivers: Inspect continuous 518 kHz international English reception, local 490 kHz national frequency, and automatic error rate printouts.
3. Testing the GMDSS Reserve Source of Energy (Radio Batteries)
A critical point of surveyor failure during Port State Control audits involves the GMDSS radio battery reserve. Under SOLAS IV/13, vessels must maintain an independent reserve electrical power source capable of operating all essential radiocommunications equipment simultaneously for a minimum of:
- 1 Hour: If the ship is equipped with an emergency generator capable of delivering uninterrupted electrical supply to GMDSS installations.
- 6 Hours: If the vessel does not have an emergency generator conforming to SOLAS II-1/42 or II-1/43.
Our surveyors conduct rigorous battery bank capacity tests: measuring individual cell specific gravity (for vented lead-acid) or internal conductance (for valve-regulated sealed AGM/gel batteries), load discharge voltage drop, and automatic charging current failover upon AC mains blackout.
4. Authorized Class Approvals & Documentation
Through verified class authorizations and partner network approvals, Seanav coordinates survey attendance with all leading international classification societies:
- IRS (Indian Register of Shipping) — Authorized GMDSS Radio Survey & VDR APT
- ABS (American Bureau of Shipping) — Recognized GMDSS Service Supplier
- BV (Bureau Veritas) — Certified Radio & Navigational Survey Provider
- DNV, ClassNK, RINA, Lloyd’s Register — Global coordination & surveyor boarding
5. Interconnection with Marine Navigation Systems
Radio communication and navigation safety are inextricably linked. For complete fleet readiness, coordinate your annual radio survey with our GMDSS Radio Survey Services, Dubai Port Attendance, or emergency boarding at Fujairah Port Hub. We also maintain continuous bonded inventory for IMO-approved Marine Electronics Spares.
