We have an important update regarding the harmonization of GMDSS requirements for radio installations on board SOLAS ships. The Sub-Committee has recently made significant modifications to COMSAR/Circ.32/Rev.1, which addresses these requirements. The revised version, COMSAR/Circ.32/Rev.2, will come into effect on 1 January 2024.
One of the key aspects discussed by the Sub-Committee was the availability of GMDSS equipment compliant with the revised performance standards outlined in resolutions MSC.511(105), MSC.512(105), and MSC.513(105) from 1 January 2024. They recognized certain delays in the availability of this equipment and the potential impact on ship operators.
To address these concerns, the Sub-Committee has drafted a proposal. It recommends permitting the continued installation of radio installations that comply with the existing standards until 1 January 2028. This proposal will be presented for approval by MSC 107, ensuring that ships can continue to operate in accordance with the current regulations during this extended period.
This decision allows for a smoother transition and provides ship operators with more time to comply with the revised performance standards. It prioritizes safety while considering the practical challenges faced by the industry.
